Black Swan Summit to Showcase Bakong as Cambodia Bridges ASEAN and Francophone Finance
PHNOM PENH — Sept. 23, 2026: Cambodia will convene the Black Swan Summit in November, bringing together central banks, regulators, financial institutions and technology leaders from ASEAN and the Francophone world to build shared infrastructure connecting their two networks.

The Summit, co-organised by the National Bank of Cambodia and GFTN with the Cambodian Association of Finance & Technology, will be held while Cambodia hosts the 20th Sommet de la Francophonie, and will feed a FinTech and digital-finance agenda into that event's economic programming as its headline economic output.

At its centre is Cambodia's own model: Bakong, the blockchain-based national payment system that converted dollarisation and fragmentation — the defining constraints of a small, heavily dollarised economy — into sovereign-controlled rails with an open network layered on top. Bakong processed 1.3 billion transactions in 2025, connects more than 60 institutions on one QR standard, and settles cross-border payments with Thailand, Vietnam, Laos, Malaysia and others instantly, and increasingly in riel.

Organisers argue the model is timely. Francophone finance is facing a reversal of its own: the CFA franc arrangement is under political strain, and the correspondent-banking channels that carried the region's international payments are withdrawing. The institutional foundations — the Code Civil tradition, OHADA's unified commercial law and sovereign central-bank governance — remain sound. What has been exposed is the network layer beneath them, operated by others and departing with them.

The announcement came during a courtesy call and working discussion between National Bank Governor Dr. Chea Serey and Visa senior management, led by Ms. Ana Vasconcellos, Vice President for Southeast Asia, at the National Bank's Wat Phnom building on Sept. 22.

Talks covered expanding cooperation, strengthening digital payment security and promoting financial inclusion, particularly for micro, small and medium enterprises. Ms. Ana presented technological solutions for detecting suspicious transactions and fraud risks, which officials said could help financial institutions protect users and build trust in digital payments.

Governor Chea Serey also outlined progress in Cambodia's payment systems, including expanded cross-border connectivity, and said the Summit will allow international guests to test Cambodian digital payment services firsthand.
