Cambodia and World Vision Sign MoU to Strengthen Decentralised Education Management

PHNOM PENH, July 7, 2026 – The Ministry of Education, Youth and Sport and World Vision International have signed a Memorandum of Understanding to strengthen the capacity of district and municipal administrations in implementing transferred education functions.
The MoU aims to support the Ministry of Education in developing the capacity of targeted district and municipal administrations across seven provinces to manage and implement transferred education, youth, and sport functions, particularly in strengthening accountability between district administrations and educational institutions.
Since 2024, the Royal Government has transferred education functions to district, municipal, and khan administrations nationwide as part of its decentralisation policy, covering three sub-sectors: early childhood education, primary education, and non-formal education.

In 2025, World Vision International implemented a pilot project to strengthen the capacity of district administrations in implementing transferred education functions in Siem Reap and Banteay Meanchey provinces. The pilot demonstrated that the transfer of functions has brought education administration services—including appointments, promotions, and staff benefits—closer to service users.
The Ministry expressed appreciation and gratitude to all development partners and civil society organisations, particularly World Vision, for their contributions to expanding the project's scope through this cooperation, in support of the implementation of Sub-Decree No. 213 on the transfer of education functions to district, municipal, and khan administrations.
