Cambodia Halts New Rooftop Solar Service Licences, Citing Sufficient Providers
PHNOM PENH, Sept. 18, 2026: Cambodia has temporarily stopped accepting new applications from companies seeking to provide rooftop solar installation services, saying the number of authorised providers is already sufficient to meet demand.
The Ministry of Mines and Energy announced the suspension in a notice issued Thursday, effective immediately until further notice.
According to the Ministry, 68 companies have been granted permits to provide rooftop solar installation services, with 58 having received licences from the Electricity Authority of Cambodia to operate under existing regulations.
The pause is designed to give authorities time to monitor and assess the quality of services delivered by authorised companies and to review actual market demand, the notice said.
The Ministry also set conditions for companies already holding authorisation. They must perform installation work directly, and may not transfer, sub-contract or assign responsibility for their work to unauthorised companies or individuals. They are also prohibited from spreading misleading information or pressuring customers into installing systems larger than their actual needs.
The Ministry of Mines and Energy, the Electricity Authority of Cambodia and Electricité du Cambodge will jointly inspect, monitor and evaluate the companies' performance as needed. Companies found in breach of licence conditions, technical standards or applicable regulations face suspension or revocation of their licences, as well as legal measures.
The Ministry urged the public to take note of the notice and comply with it.
