Cambodia Highlights Border Conflict Humanitarian Toll at UN Security Council

NEW YORK – May 22, 2026 – Ambassador Keo Chhea, Permanent Representative of Cambodia to the United Nations, addressed the UN Security Council Open Debate on "Protecting Civilians in Armed Conflict" on May 21, 2026, at UN Headquarters in New York.
The debate was hosted by the Permanent Mission of the People's Republic of China as President of the UN Security Council for May 2026.
In his statement, Ambassador Keo Chhea underlined the principles and importance of respecting international humanitarian law (IHL) and protecting civilians in all armed conflicts. He apprised the Council of IHL violations that continue to occur across many regions, including Southeast Asia.

The Ambassador stressed that in Cambodia, unprovoked acts of aggression in July and December 2025 resulted in significant humanitarian consequences, with more than 649,000 civilians displaced, numerous homes and properties destroyed, and the Preah Vihear Temple — a UNESCO World Heritage Site — sustaining extensive damage.
