Cambodia Reports 665 Crackdowns, 21,102 Deportations in Combatting Online Scam Operation
PHNOM PENH — Sept. 23, 2026: Cambodia has cracked down on 665 locations and deported 21,102 foreigners of 38 nationalities in connection with online scam offences over the past year, H.E. Sar Sokha, Deputy Prime Minister and Minister of Interior, told an international conference in Phnom Penh.
Addressing the high-level forum on combating online scams, held under the theme "Online Scams: An Urgent Global Issue" and presided over by Prime Minister Hun Manet, H.E. Sar Sokha said the crackdowns ran from July 2025 to June 30, 2026. Authorities also conducted administrative inspections at 28,512 sites.
The measures produced 268 court cases involving nearly 2,773 suspects, with 2,200 currently in detention.
The Deputy Prime Minister put forward a 10-point framework for international consideration, covering timely information sharing, financial network investigations, tighter border controls, public-private partnerships, skills and technical exchange, victim protection, simultaneous joint action, a common global legal framework, global public awareness and education, and the development of smart technology for crime suppression.
He said the conference sends a clear message to criminal groups: there will be no safe haven, no channel for illicit money flows and no exemption for masterminds or transnational networks.
The conference aims to deepen understanding of scam ecosystems, strengthen international coordination and multilateral partnerships, and promote the exchange of best practices.
Participants are expected to adopt an outcome document setting out a framework for cooperation on information sharing, capacity building, prevention, enforcement, victim protection and coordinated responses to online scams and technology-enabled transnational crime.
