Cambodia to Enact Law Against Online Scams, PM Tells International Conference
PHNOM PENH — Sept. 23, 2026: Cambodia is preparing legislation to combat technology-enabled fraud and has intensified operations against scam networks, Prime Minister Hun Manet told an international conference in Phnom Penh on Wednesday.
Addressing the opening of the International Conference on Combating Online Scams, the Prime Minister said the crime is a new phenomenon that emerged after COVID-19 and stands in direct opposition to Cambodia's culture and its national development efforts.
He said the Royal Government established a special commission under his direct leadership to strengthen operations against scam operations, and is now moving toward a dedicated law. Operation "Iron Fist," he said, has dismantled major sites — though he acknowledged smaller operations remain and must be eliminated at the root.

Hun Manet said Cambodia is drafting legal documents, modernising mechanisms and boosting human resource capacity to ensure long-term effectiveness, particularly given the speed of change and complexity of digital technology used by criminals.
He stressed that global cooperation is the only way to sever this globally networked crime, calling for sincere and open cooperation on information sharing and lessons learned. He also said using the pretext of fighting such crime to violate sovereignty and occupy territory contradicts international law and the spirit of cooperation.
The conference aims to deepen understanding of scam ecosystems, strengthen international coordination and multilateral partnerships, and promote the exchange of best practices. It is expected to adopt an outcome document setting out a framework for cooperation on information sharing, capacity building, prevention, enforcement, victim protection and coordinated responses.
