Cambodia, Vietnam, and Laos Pledge Stronger Judicial Cooperation at 8th Border Provinces Conference

PHNOM PENH, August 17, 2026 – Cambodia, Vietnam, and Laos have reaffirmed their commitment to strengthening judicial systems and combating transnational crime at the 8th Judicial Conference of the Border Provinces, hosted by Cambodia's Supreme Court in Phnom Penh.
The conference was chaired by the Supreme Court Presidents of the three countries: H.E. Chiv Keng of Cambodia, H.E. Nguyen Van Quang of Vietnam, and H.E. Phaivy Siboualypha of Laos.

In response to the growing complexity of cross-border crime, the conference agreed on five key strategic priorities:
1. Strengthening communication and coordination between border province courts to facilitate the timely exchange of legal documents and cross-border evidence collection, ensuring transparent and fair enforcement of the law.
2. Enhancing law enforcement effectiveness in combating technology-based fraud, drug trafficking, human trafficking, and natural resource crimes.
3. Developing human resources in both legal expertise and digital transformation within the judicial sector.
4. Resolving cross-border civil and commercial disputes efficiently to boost investor confidence and promote border trade and economic growth.
5. Strengthening public trust in the judicial system and the rule of law.
The leaders of the three judiciaries emphasized that this cooperation is not merely procedural but essential. The conference unanimously adopted a Joint Declaration, serving as a roadmap for building secure, just, and prosperous border regions.
According to a press statement from Cambodia's Supreme Court, the 8th conference concluded successfully, marking a strong testament to the close judicial ties between Cambodia, Vietnam, and Laos.
