Cambodia, Vietnam Customs Look to $20 Billion Trade Goal with New Cooperation Steps

Phnom Penh, October 30, 2026: Cambodia and Vietnam's customs administrations have agreed to a fresh set of cooperation measures, including steps aimed at helping bilateral trade reach USD 20 billion in the coming years, following a bilateral meeting in Phnom Penh on Oct. 28, 2026.
The meeting was led by H.E. Dr. Kun Nhem, Minister Delegate attached to the Prime Minister and Director-General of the General Department of Customs and Excise (GDCE), and H.E. Nguyen Van Tho, Director-General of Vietnamese Customs.
Both sides reviewed progress in revenue collection, trade facilitation, reform and modernisation, and the fight against cross-border crime under their 2019 MoU and December 2024 meeting minutes, which they assessed as successful.
Under the agreed measures, the two administrations will maintain close coordination and focal points for information exchange at headquarters and border checkpoints, and deepen trade facilitation by sharing data to assess risks on imports, exports, transit goods and transport through Vietnam—work expected to support the USD 20 billion trade target set by both Prime Ministers.

They will also step up intelligence-sharing and joint operations against tax evasion, narcotics and other illegal cross-border goods, and hold meetings between customs branches in opposing border provinces every six months as needed.
Other points include implementing the 2027-2028 action plan on airport customs control, risk management for certificates of origin, reform and modernisation, a joint customs forum for Vietnamese businesses in Cambodia, IT and data exchange, and post-clearance audit, along with the 8th and 9th border customs meetings and the next director-general-level meeting in Vietnam in 2028. The two sides will also study the feasibility of a single joint inspection mechanism at the Bavet-Moc Bai border gate.
Following the talks, the Vietnamese delegation visited GDCE's IT department, the Phnom Penh Special Economic Zone customs office and Angkor Diary Products Co., Ltd, and the customs office at Techo International Airport, praising Cambodia's reform, modernisation and trade facilitation efforts and the international-standard facilities at Techo International Airport.
