Cambodia, Vietnam, Laos Join Forces to Tackle Cross-Border Crime at 8th Judicial Summit
PHNOM PENH, August 14, 2026 – Supreme Court presidents from Cambodia, Vietnam, and Laos have convened in Phnom Penh for the 8th Border Provinces Judicial Conference, a key regional forum aimed at strengthening judicial cooperation and addressing common security threats.
The two-day conference, hosted by Cambodia at the Sun & Moon Hotel, brings together top judicial officials from the three neighbouring countries to exchange experiences and coordinate efforts in combating transnational crime.
In his opening address, Cambodian Supreme Court President Chiv Keng emphasized that the trilateral judicial partnership has contributed to maintaining peace and stability along shared borders. He noted that while cooperation has been fruitful, new challenges have emerged with the rapid advancement of technology.
The conference is focusing on four priority areas, with particular attention to technology-based fraud, drug trafficking, human trafficking, forestry and wildlife crimes—offenses that increasingly transcend national borders.
"The challenges we face today are no longer confined to individual countries. They require coordinated responses and shared solutions," Chiv Keng said.
The judicial cooperation mechanism was first established in December 2010 following an initiative by Vietnam's Supreme People's Court. Since then, the annual conference has served as a platform for judges and legal officials to align their approaches to cross-border crime and improve legal processes, including the adjudication of complex cases.
This year's conference also includes discussions on preventing and prosecuting technology-based fraud, a growing concern across the region. The meetings align with international frameworks, including the UN Convention against Transnational Organized Crime.
