Cambodian PM Hun Manet Sets Strategic Military Reform Goal: “Shrink the Head, Expand the Body”

(PHNOM PENH): The Head of the Royal Government of Cambodia, Prime Minister Hun Manet, has publicly announced a new strategic direction for national defense, focusing on modernizing the military structure under the formula “shrink the head, expand the body.” The strategy aims to enhance frontline efficiency while reducing administrative redundancy within the high-level command.
Presiding over the 19th Veterans and Retirees Day on the morning of May 15, 2026, the Prime Minister emphasized that strengthening national defense is a permanent, long-term strategic task, rather than a fleeting effort, which he compared to a “straw fire.”
The Prime Minister explained that the primary objective of this reform is to optimize organizational structure for maximum effectiveness. He stated: “To put it simply, we must shrink the head and expand the body... because the body and the legs are the parts that carry us and move us forward.” This principle entails reducing the excess number of high-ranking officials at the top command and refocusing resources to strengthen operational forces at the grassroots level, ensuring they have sufficient capacity, equipment, and training.
Addressing public criticism regarding the high number of senior officers within the military, the Prime Minister provided historical and practical context. He explained that since 1998, new recruitment has been limited while existing personnel continued their service, leading to a natural increase in senior ranks based on seniority and years of service.
However, he acknowledged that the current hierarchy in some units does not yet align with technical military standards. He noted: “In the future, we will organize the troops into a proper order... typically, a Second Lieutenant is a platoon leader commanding over 30 soldiers; a Second Lieutenant should not be the rank of a private.” This signals the beginning of a realignment of the military hierarchy to ensure ranks strictly correspond to actual functions and duties.
Prime Minister Hun Manet also recalled Cambodia’s extensive experience in military reform since 1979, including the major demobilizations following the 1993 UN-sponsored elections and the final end of the civil war in 1998. After achieving total peace, Cambodia reduced its defense spending to redirect the budget toward priority sectors such as education and healthcare.
This announcement is viewed as a significant step in the 7th-mandate government’s deep reform agenda. It aims to ensure that the Royal Cambodian Armed Forces (RCAF) evolves into a modern, resilient, and highly capable force, prepared to defend territorial integrity amid a shifting regional security landscape.
