Cambodia's Capital Market Hits $720 Million Milestone as LOLC Lists Second Bond

PHNOM PENH, September 10, 2026 – Cambodia's capital market has reached a significant milestone, with 28 listed companies raising a combined US$720 million, as LOLC (Cambodia) PLC returned to the exchange for a second bond issuance.
The US$20 million sustainability bond, carrying a 5.75 percent coupon over five years, was officially listed on September 10 under the presidency of Dr. Hean Sahib, Secretary of State at the Ministry of Economy and Finance and Chairman of the CSX Board. The listing brings LOLC's total capital mobilized from the exchange to approximately US$40 million, following its initial US$20 million raise in 2019.
The event drew senior officials from the Securities and Exchange Regulator of Cambodia, the Credit Guarantee Corporation of Cambodia, and representatives from across the financial sector.
Dr. Hean Sahib underscored three benefits of listing: enhanced transparency and governance, strengthened investor confidence, and contribution to capital market development. He noted that the participation of domestic enterprises and financial institutions in the CSX supports the Royal Government's policy to strengthen the financial sector and position the capital market as a pillar of sustainable national economic growth.
SERC Director General Sou Socheat credited CGCC's guarantee for making the issuance possible, describing the credit enhancement as a "risk shield" that reduces the impact of non-performing loans. He called the development a new chapter for Cambodia's capital market, marking the first time a domestic credit guarantee institution has supported a corporate bond issuance on the CSX.
CSX Director General Hong Sokhour reported strong market momentum, with average daily trading volume up nearly 150 percent year-on-year. In August, daily trading averaged over 580,000 shares worth approximately US$800,000, while trading accounts have grown to around 82,000.
LOLC CEO Sok Voeun said the bond proceeds would fund projects with environmental and social benefits, with approximately 20 percent directed to environmental initiatives and 80 percent to social projects, aligning with the company's ESG commitments and the government's sustainable development goals.
