CDC and JDI Discuss Cambodia-Japan Special Economic Zone to Attract Investors
PHNOM PENH, July 10, 2026 – Cambodia and Japan have discussed the development of a Cambodia-Japan Special Economic Zone (SEZ), as Deputy Prime Minister Sun Chanthol met with the founder of the Japan Development Institute (JDI) to explore ways to attract Japanese investors to the Kingdom.

The meeting took place on the morning of July 10, with H.E. Sun Chanthol, Deputy Prime Minister and First Vice Chairman of the Council for the Development of Cambodia (CDC), receiving Dr. Shoichi Kobayashi, Founder and President of JDI, an independent think tank and consulting firm specializing in international development. H.E. Chea Vuthy, Secretary-General of the Cambodian Investment Board, and other CDC officials also attended.

The Deputy Prime Minister welcomed Dr. Kobayashi and expressed gratitude for JDI's past cooperation and technical inputs. He highlighted the historical background and strategic initiative behind the establishment of the Cambodia-Japan SEZ, which reflects the long-term vision initiated by the Head of the Royal Government during a bilateral meeting with the former Prime Minister of Japan.

The discussion focused on methods to promote and capture the interest of Japanese investors, encouraging them to explore investment opportunities in the high-potential SEZ project. Dr. Kobayashi shared critical success factors and global experiences to support the formulation of an international-standard master plan that aligns with the practical requirements of Japanese investors.

Dr. Kobayashi commended the initiative and reaffirmed JDI's readiness to leverage its global network of experts to support the project's realization.
