Deputy PM Hun Many Oversees Symbolic Exam Paper Opening at RUPP

Phnom Penh, October 28, 2026: H.E. Hun Many, Deputy Prime Minister and Minister of Civil Service, inspected the symbolic opening of exam papers at the Royal University of Phnom Penh (RUPP) on Wednesday, as the primary school teacher recruitment examination began at 12:30 pm.
The Khmer language paper was opened at RUPP in a process held simultaneously with five other exam centres in Phnom Penh, with Hun Many, who chairs the exam organising committee, personally overseeing the procedure. Witnesses included representatives of the Ministry of Education, Youth and Sport; the Ministry of Economy and Finance; the Anti-Corruption Unit; universities; the Union of Youth Federations of Cambodia; members of the public and journalists.
Hun Many told candidates the first paper had only been drafted that morning, while the third was completed at 11:00 am, to ensure no one knew the papers in advance. "None of the more than 20,000 candidates knows what will officially appear on the exam," he said, noting that every page of the first paper bears his name and signature.
