Environment Ministry, AFSC Partner to Advance Strategic Environmental Assessment in Cambodia

Phnom Penh, October 27, 2026: Cambodia's Ministry of Environment has formalised cooperation with the American Friends Service Committee (AFSC) on strategic environmental assessment (SEA), signing a Memorandum of Understanding at a ceremony chaired by H.E. Sabo Ozano, Secretary of State at the Ministry of Environment.
The Oct. 26 signing was witnessed by Abid Gulzar, AFSC Regional Director for Asia, together with ministry leaders and representatives from relevant general and specialised departments.
In remarks at the ceremony, H.E. Sabo Ozano linked the partnership to the ministry's 2023-2028 Environmental Sector Strategy, which sets cleanliness, greenness and sustainability as priority pathways toward carbon neutrality by 2050, and to ongoing campaigns for clean land, clean water and clean air. He said SEA implementation would help Cambodia anticipate environmental challenges, cut risks and costs, and open opportunities for green development across industry, mining, energy, agriculture, tourism, infrastructure, telecommunications and other key sectors under the Environment and Natural Resources Code.

Under the agreement, the two sides will review and comment on draft general SEA guidelines and draft SEA guidelines for sand businesses along the Mekong River, complete the review of both drafts, encourage public participation and capacity building within the SEA framework, and promote SEA in other priority sectors across the Kingdom.
