Five-Year Plan Aims to Broaden Siem Reap's Tourism Base Beyond Angkor
Phnom Penh— Sept. 21, 2026: Siem Reap's tourism sector now has a five-year framework to guide its development, after the Ministry of Tourism announced the Siem Reap Province Tourism Development Plan 2026-2030 at a launch event in the provincial capital on Sept. 17, 2026.
The plan is structured as both a shared roadmap and a practical action framework, drawing together national ministries, the provincial administration, local authorities, tourism operators, community tourism groups and educational institutions around a common set of objectives. About 200 participants attended the launch.
At its centre is a recognition that Siem Reap's tourism economy must diversify. The province is home to Angkor Wat, Cambodia's most celebrated World Heritage Site and a cornerstone of national identity, but officials say reliance on a single flagship attraction leaves the province exposed to shifting travel patterns and intensifying regional competition. The plan therefore commits to developing tourism products outside the Angkor area, improving service quality across the sector, strengthening safety and security for visitors, and raising the province's overall appeal to a new generation of travellers.

Four priorities frame implementation. Product innovation tops the list, with an emphasis on creating new attractions that reflect Siem Reap's identity and on assessing underused sites and public spaces for conversion into tourism offerings. Storytelling forms the second pillar: rather than promoting destinations purely as locations, the plan calls for narrative interpretation tied to history, culture, architecture, local life and cuisine — an approach officials describe as necessary for competing in a market where visitors seek experience and emotional connection. The third is branding, with the aim of establishing a distinctive identity for Siem Reap that remains memorable to visitors and distinguishes it from rival heritage destinations. The fourth is the expansion of night-time tourism, intended to lengthen visitor stays and spread economic benefit more evenly.
The breadth of participation at the launch reflects the plan's operating logic: that tourism development in Siem Reap depends on coordination across public and private actors rather than on any single institution. Implementation will now move to the provincial and sector levels, with the plan serving as the reference framework for new product development, service standards and marketing.
