Four Pillars to Guide Cambodia's MSME Push Through 2030
PHNOM PENH — October 24, 2026: Cambodia's newly launched MSME strategy for 2026–2030 will rest on four pillars, starting with reform of the business environment and legal-regulatory framework, according to the minister responsible for the sector.

H.E. Hem Vanndy, Minister of Industry, Science, Technology and Innovation, set out the pillars at the launch ceremony on Thursday at Sokha Phnom Penh Hotel, presided over by Prime Minister Samdech Moha Borvor Thipadei Hun Manet. Alongside improving the business climate, the strategy aims to raise production and service capabilities through technology and innovation, sharpen competitiveness in domestic and international markets, and develop supporting hardware and software infrastructure.

H.E. Hem Vanndy described the framework as a definitive roadmap for building a resilient, sustainable foundation for local enterprises. By lifting production capacity to meet domestic demand and drive import substitution, he said, it is intended to speed the integration of Cambodian MSMEs into regional and global value chains.

Prime Minister Hun Manet told the ceremony that the five-year plan is meant to turn MSMEs into a powerful catalyst for national development, with stronger domestic capacity and competitiveness seen as essential as Cambodia works to diversify its economy, lift productivity and graduate from Least Developed Country status by late 2029. He urged MSMEs to take up digital technology and innovation, and called on banks to extend loans to the sector at competitive interest rates.
