L&D Cambodia Expands Community-Led Learning to Strengthen L&D Implementation Across Cambodia
Phnom Penh, Cambodia — July 27, 2026 — L&D Cambodia, an independent, not-for-profit community founded in March 2023, is dedicated to advancing learning and leadership capability development across Cambodia. Bringing together L&D and HR practitioners—and including People Managers as key members of the learning ecosystem—L&D Cambodia creates practical opportunities to connect, discuss, and learn in ways that help organizations strengthen workplace learning and performance.
1st Annual Seminar in November 2023
Guided by a clear aspiration, L&D Cambodia’s vision is to become the largest Learning and Development Association in Asia. The community believes that meaningful improvement in L&D outcomes depends on stronger networks, shared knowledge, and access to proven approaches that can be applied in real workplace contexts.
“Our mission is to engage local and international L&D experts to share best practices; to create platforms where L&D and HR practitioners and People Managers across Cambodia can connect and learn from one another; and to share practical L&D knowledge and experience—such as instructional design through ADDIE and overall L&D strategies—so members can strengthen the impact of learning in real workplaces,” said Kong Pheaktra, President of L&D Cambodia.

Community Activities and Operations
To support this mission, L&D Cambodia operates through community-centered events, including monthly workshops, roundtables, and annual conferences. All our learning events are community work, facilitated by our founding members, who volunteer their time on weekends. These activities are designed to do more than share theory—they help members identify solutions, break down barriers to L&D implementation, and apply effective L&D strategies in Cambodia’s workplace environments.

L&D Cambodia is currently the largest and most active non-profit L&D community in Cambodia, supported by 3+ years of continuous operations. Key achievements include 28+ monthly workshops, 3+ annual conferences, 650+ total attendance, 3,000+ LinkedIn followers, and 600+ Telegram members.

Since May 2023, L&D Cambodia has also partnered with The Capacity Specialists, a training provider with 15+ years of experience in learning and performance in Cambodia. The Capacity Specialists serves as an advisor and supporter in how L&D Cambodia operates and organizes its programs and events.
L&D Cambodia x The Capacity Specialists (TCS) will be co-developing two L&D certificate programs for our official members and the general public.
