Local Budgets Go Digital: 1,652 Communes Trained on New Monitoring System

PHNOM PENH, September 15, 2026 – More than 1,600 communes and sangkats across Cambodia have been trained to use a new digital platform that allows citizens to see how local public funds are planned and spent, following a workshop held on September 14.

The Commune/Sangkat Budget Monitoring System was developed by the Ministry of Interior in partnership with the Ministry of Economy and Finance, with technical assistance from UNICEF. The initiative aims to make local budgeting more transparent and easier for communities to understand, particularly regarding services that affect children and families—education, healthcare, child protection, and social support.

Since the system's official launch in December 2025, training has reached 1,652 communes and sangkats in 210 districts across all 25 provinces. The effort is backed by the Australian Government through the ACCESS 2 programme, Gavi, the Vaccine Alliance, and the United Nations Joint SDG Fund.
