Mine Action at the Heart of National Development: Cambodia Launches New National Policy
PHNOM PENH, September 2, 2026 – Cambodia has officially launched its National Policy on Mine Action 2026–2035, with senior officials emphasizing that mine clearance is not a secondary task but a core pillar of national development.
The policy was announced at a ceremony at the Council of Ministers on September 2, presided over by Dr. Ly Thuch, Senior Minister and First Vice President of the Cambodian Mine Action Authority (CMAA), representing Prime Minister Hun Manet.
Dr. Ly Thuch stated that mine action is integral to Cambodia's development strategy, linked to food security, rural development, poverty reduction, infrastructure building, and improving the quality of life for citizens. He expressed deep gratitude to Samdech Techo Hun Sen, the "Father of Peace," for leading the country to peace, stability, and development, which laid the foundation for mine clearance efforts.
Over more than three decades, Cambodia has transformed land once filled with mines and danger into land of hope, dignity, and opportunity. Cleared land is now being used for agriculture, education, infrastructure, and investment.

The new policy marks a significant shift: success will be measured not only by the area cleared but also by what people can build and gain from the cleared land. Dr. Ly Thuch called on all partners to continue supporting Cambodia in the final, complex phase of mine clearance to achieve a mine-impact-free Cambodia.
He expressed gratitude to donor countries, development partners, mine action operators, civil society, the private sector, philanthropists, and all stakeholders who have contributed to this humanitarian mission. The vision of the national policy is to build a Cambodia free from the impact of explosive remnants of war, with sustainable livelihoods, peace, stability, and development.
