Ministry of Women's Affairs Hosts Workshop to End Discrimination Against Women with Disabilities
PHNOM PENH, July 21, 2026 – The Ministry of Women's Affairs has organised a two-day workshop on "Strengthening Stakeholder Support to Eliminate All Forms of Discrimination Against Women with Disabilities" to promote the rights and protection of women and girls with disabilities.
The workshop, held on July 20-21 at the Cambodiana Hotel in Phnom Penh, was presided over by H.E. Nhem Marok, Secretary of State of the Ministry of Women's Affairs, representing Minister Ing Kantha Phavi. It brought together senior officials from relevant ministries, provincial women's affairs departments from all 25 provinces, development partners, NGOs, civil society, and the private sector.
The workshop aimed to raise awareness and understanding of the situation of women and girls with disabilities within national and international frameworks, share good practices and stakeholder support, and identify measures and programmes to promote their rights and protection.
Key topics included the rights of persons with disabilities, progress in supporting women with disabilities, and national frameworks such as the Royal Government's Pentagonal Strategy, the National Strategic Development Plan 2024-2028, and the 6th Neary Rattanak Strategic Plan.

The workshop also featured panel discussions sharing experiences, progress, challenges, and solutions in promoting and protecting women with disabilities, as well as identifying priority actions and specific needs of ministries and institutions.
H.E. Nhem Marok called for collective efforts to encourage women and girls with disabilities, reduce discrimination and stigma, and instead provide them with opportunities to participate in social affairs, work, and recreation.
The expected outcomes include increased understanding of national and international frameworks, identification of measures and programmes to improve the situation of women and girls with disabilities, and the development of key strategic priorities to promote gender equality and disability inclusion.
