National Assembly Backs Cebu Protocol, Moving ASEAN Charter Reform Forward
PHNOM PENH — Sept. 22, 2026: Cambodia's National Assembly has unanimously endorsed the Cebu Protocol to Amend the ASEAN Charter, with all 112 lawmakers voting in support.
Signed in Cebu, the Philippines, on Oct. 28, 2010, the protocol was designed to fill gaps in the original ASEAN Charter adopted in 2007, under Articles 48 and 50.
Its purpose is procedural but significant: it creates a clear legal mechanism for amending and updating the Charter's annexes — including institutional structures and the roles of the ASEAN Secretariat and related bodies — so that changes can be made quickly and flexibly without reopening the Charter's core text.
For Cambodia, the vote completes the domestic procedure required by the Constitution, allowing the instrument of ratification to be deposited with the ASEAN Secretary-General. It also signals Cambodia's backing for a rules-based ASEAN and for efforts to make the regional body function more efficiently.
