SEREI SAOPHOAN, BANTEAY MEANCHEY (May 8, 2026) — A formal turnover ceremony for the Head of Mission of the ASEAN Observer Team (AOT) took place Friday morning at Team Site 2, marking a leadership transition in the ongoing effort to monitor the border between Cambodia and Thailand.
Lieutenant General Phat Vibolsopheak, Deputy Director-General of the General Department of Policy and Foreign Affairs, led the Cambodian Liaison Group in witnessing the official transfer of the mandate from outgoing Acting Head Lieutenant Colonel Mohd Amin Bin Baharom to the incoming Head of Mission, Commodore Glenn Z. Dizon of the Philippines.
Upon assuming his new role, Commodore Dizon reiterated his firm commitment to the mission, pledging to perform his duties both actively and impartially. He emphasized that his focus would remain on observing, verifying, and reporting the actual situation along the Cambodian-Thai border to ensure transparency and accuracy in regional reporting.
In response to the transition, Cambodia reiterated its full support for the ASEAN Observer Team, emphasizing the essential need to strengthen the group’s role and mandate. Government officials noted that the AOT is vital to ensuring that the ceasefire and agreed-upon measures between Cambodia and Thailand are implemented fully and effectively. By welcoming the participation of friendly nations in this task, Cambodia aims to foster an environment of transparency, accountability, and mutual trust.
The Royal Government and the Ministry of National Defence of Cambodia also used the occasion to reaffirm their sincere and unwavering commitment to several key peace frameworks. These include the Joint Declaration on the Peace Agreement signed on October 26, 2025, and the Joint Statement from the Special Meeting of the General Border Committee held in December 2025. This commitment is intended to ensure the rapid recovery of the border regions, the restoration of normalcy, and the maintenance of long-lasting peace and stability for the region.
