Phnom Penh Authorities Crack Down on Online Scams, Detain Foreign Nationals
PHNOM PENH, June 19, 2026 – Phnom Penh authorities have conducted a major crackdown on suspected online scam operations, raiding 120 locations across the capital and detaining foreign nationals in connection with technology-related crimes.

On June 18, under the direct leadership of H.E. Khuong Sreng, Governor of Phnom Penh and Chairman of the Capital's Unified Command, authorities from all 14 districts carried out inspections and publicized Sub-Decree No. 03 at condominiums, apartments, boreys, guesthouses, and hotels. The operation targeted suspected online scam activities.
A total of 402 foreigners (117 women) were found residing at the inspected locations, all with valid passports. At one location, authorities discovered a suspected online scam operation on the 8th floor of the L Borey Kila building (Borey Kila, L Building) at 10C, Village 6, Street 213, Veal Vong commune, 7 Makara district. Six Vietnamese nationals (one woman) were detained along with equipment.

At the same building, authorities also found drug-related offenses on the 15th floor (Room A-15) and the 11th floor (Room I2-11), detaining two Taiwanese nationals and one Japanese national.

Separately, in the New Land Village, Kok Khlaing commune, Sen Sok district, authorities detained four Cambodians (one woman) on the 2nd and 3rd floors of an unnumbered rental room, and at House No. 67, Street 309, Kok Khlaing commune, suspected of involvement in illegal online gambling promotion.

Following the inspections, with approval from the Deputy Prosecutor of the Phnom Penh Municipal Court, all suspects and evidence were handed over to the Phnom Penh Municipal Police Commission for further legal proceedings. Authorities also imposed fines totaling 44,480,000 riel on three locations in accordance with Sub-Decree No. 03.
