PHNOM PENH, August 28, 2026 – The 2nd Inter-Parliamentary Speakers Conference (ISC-2) concluded in Phnom Penh on August 28 with the adoption of the Phnom Penh Declaration, a landmark commitment by parliamentary leaders from across the globe to uphold international law, promote peaceful dispute resolution, and advance sustainable development.
The three-day conference, held under the theme "Unity for Peace and Shared Prosperity: Strengthening International Law and Peaceful Resolution of Disputes," brought together Speakers of Parliament and representatives from diverse regions to address pressing global challenges, including conflicts, geopolitical tensions, economic instability, climate change, food and energy insecurity, and technological disruption.

The declaration reaffirms a shared vision for a peaceful and just world order based on international law, sovereign equality, and multilateral cooperation. Parliamentary leaders committed to strengthening parliamentary diplomacy as a tool for conflict prevention, confidence-building, and dialogue, while promoting peaceful dispute resolution through negotiation, mediation, and other peaceful means in accordance with the UN Charter.
Recognizing the interdependence of peace and sustainable development, the declaration also commits to advancing inclusive growth, food and energy security, climate resilience, responsible digital transformation, education, and cultural exchange, while accelerating progress toward the Sustainable Development Goals.

Parliamentary leaders agreed to enhance dialogue, cooperation, and knowledge-sharing among participating parliaments, support capacity-building and inclusive engagement, and improve coordination and follow-up mechanisms.
The declaration welcomes Indonesia's offer to host the 3rd Inter-Parliamentary Speakers Conference (ISC-3) in 2027 and expresses full support for the Senate of the Republic of Indonesia in advancing the conference's progress and achievements.
