PM Wong: Salary Adjustments Essential to Keep Singapore's Leadership Pipeline Strong

PHNOM PENH, September 9, 2026 – Prime Minister Lawrence Wong has told Parliament that Singapore must adjust ministerial salaries now to ensure the nation can continue attracting capable individuals to political leadership, warning that leaving the issue unresolved would weaken the country's ability to renew its top team.

In a ministerial statement on September 8, PM Wong accepted the independent committee's recommendation to raise the MR4 benchmark from $1.1 million to $1.8 million, with the new framework taking effect from October 15. MPs' monthly allowances will also increase from $13,750 to $18,500. However, the Prime Minister said he will donate the full increase in his own salary for the next five years, calling it a personal decision to demonstrate his conviction that the changes are in Singapore's interests.

He stressed that ministerial salaries have remained frozen for 15 years while private sector and civil service pay have risen, creating a growing gap that makes it harder to persuade capable Singaporeans to enter politics. "Restraint cannot become neglect," he said, explaining why he decided to act now rather than leave the problem to future leaders.

The Prime Minister acknowledged the difficulty of attracting talent, noting that senior private sector executives often earn several million dollars annually. "We are not trying to match what they earn. We never will. But we cannot pretend that the opportunity cost does not exist," he said.

PM Wong also raised concerns about leadership succession, revealing that several senior ministers will be 70 or above by the next term of government. He said he has struggled to recruit from both the public service and the private sector, and that none of the CEOs he approached before the last election were willing to make the move. "We cannot build our political leadership from the public service alone," he said, adding that he wants more people with substantial private sector experience in Cabinet.

The government will hold a full debate on the response on September 10.
