Sihanoukville Port Ties Up with SME Federation to Cut Logistics Costs, Boost Exports
PHNOM PENH, Sept. 17, 2026: Cambodia's largest deep-water port has signed a cooperation agreement with the country's main small and medium enterprise body, in a move aimed at lowering logistics costs and helping local businesses reach international markets.
Sihanoukville Autonomous Port (PAS) and the Federation of Associations for Small and Medium Enterprises of Cambodia (FASMEC) signed the memorandum of understanding on Thursday at the port's conference hall in Commune 3, Sihanoukville.
The ceremony was presided over by H.E. Mang Sineth, Governor of Preah Sihanouk province; H.E. Lou Kim Chhun, Royal Government Delegate and Director-General of the port; and Oknha Te Taingpor, President of FASMEC.
Oknha Te Taingpor described SMEs as the backbone and engine of the national economy, and said the agreement marks a significant step in addressing one of their persistent challenges: transport costs. He said the port functions as the heart of logistics and a bridge for trade facilitation, helping reduce shipping expenses and promote Cambodian products for export.

H.E. Lou Kim Chhun said the port belongs to all Cambodians and described the MOU as connecting Cambodia's international trade to the world. He set out the port's expansion plans: a new 350-metre container terminal with a water depth of 14.5 metres is under construction and due to finish in March 2027; a second 400-metre terminal at 16.5 metres depth will begin construction at the end of 2026; and a third 430-metre terminal at 17.5 metres depth is in the contractor selection stage, with work expected to start in early 2027.
H.E. Mang Sineth said the agreement links Cambodia's key international trade gateway with the driving force of the local economy. Under the MOU, the two sides will build a cooperation framework to improve SME understanding of port procedures and documentation, promote trade facilitation, reduce logistics costs, strengthen competitiveness and deepen partnership between the port and the private sector.
The Governor noted that the Royal Government has introduced multiple policies and mechanisms to support micro, small and medium enterprises, including the Informal Economy Development Strategy 2023-2028, SME financing through the SME Bank, the Agricultural and Rural Development Bank, the Credit Guarantee Corporation of Cambodia and the Skills Development Fund, alongside digitalisation efforts and platforms such as Khmer SME.
He also pointed to the Special Investment Promotion Programme for Preah Sihanouk Province launched by Prime Minister Hun Manet in 2024, whose benefits have been extended through the end of 2027. The investment working group has received 518 project proposals, with 511 granted principle approval, representing total investment capital of more than $8 billion.
