Thousands of Inmates Gain Skills, Education as Prison Reform Shows Results

PHNOM PENH, July 9, 2026 – Cambodia's prison system has reported significant progress in rehabilitation efforts, with more than 3,600 inmates participating in education and vocational training during the first half of 2026, according to the General Department of Prisons.
The department's report shows that 1,897 inmates—including 167 women—engaged in non-formal education, life skills development, and self-improvement activities. Officials assessed these individuals as demonstrating improved behaviour and rehabilitation, leading to recommendations for sentence reductions or pardons for some.
A separate programme saw 1,712 inmates complete short-term vocational training in various trades, delivered by prison authorities with backing from national institutions and development partners.
On the healthcare front, the prison system has tightened measures to prevent infectious diseases, prioritising vulnerable groups such as those with heart conditions, mental health issues, and inmates without family support. Improved health services and better nutrition contributed to a marked decline in medical emergencies, outside hospital referrals, and overall deaths.
Nationwide, the prison population stands at 67,677, including 4,530 women. Of these, 22 percent are accused, 10 percent are under investigation, 37 percent are convicted, and 31 percent are serving sentences.
